Recently, the Ministry of Science and Technology has initiated the project collection for the Talented Young Scientist Program in 2024. The Talented Young Scientist Program (hereinafter referred to as "the Program"), established by the Ministry of Science and Technology of China in 2013, is a significant mechanism designed to foster scientific and cultural exchanges among youth from China and abroad. It aims to assist in the development of scientific and technological capabilities in developing countries, collaboratively cultivate young scientific and technological leaders, and advance practical international scientific and technological cooperation. The Program seeks to construct an exchange platform that promotes mutual learning among civilizations and mutual benefit, in line with the principles of a community with a shared future for mankind. Huzhou Institute of Zhejiang University (hereinafter referred to as "HIZJU") is currently recruiting top overseas talents to jointly apply for the Talented Young Scientist Program in 2024.
I. Objectives and Principles
The Program is guided by the concept of a shared future for humanity, advocating and implementing global development, security, and civilization initiatives. It supports the construction of the "Belt and Road" innovation road, based on principles of merit-based selection, people-oriented, open and inclusive, and equal exchange. The goal is to fund eligible international outstanding young scientists, scholars, and researchers (hereinafter referred to as "International Young Scientist") to conduct work exchanges in China. This will enhance the scientific and technological capacity of partner countries, improve innovation capabilities, promote scientific and technological exchanges between China and other nations, build a high-quality platform for young scientists to learn from each other, establish long-term and stable scientific and technological cooperation relationships with relevant countries, and gather consensus and strength to enhance people-to-people connectivity.
II. Eligibility Criteria
International Young Scientist candidates should obtain a recommendation letter from one of the personnel recommendation institutions, which include the government science and technology management department or national science and technology foundation of their country, the embassy or consulate in China, or the Chinese embassy (mission) abroad or the overseas office of the China Association for International Exchange of Personnel. Candidates must also meet the following conditions:
1) Hold the nationality of a "Belt and Road" co-construction country or another developing country;
2) Be formally employed in the aforementioned countries, engaged in scientific research or science and technology policy research;
3) Possess a doctoral degree or more than 5 years of scientific research work experience;
4) Demonstrate a high level of scientific research or potential;
5) Be no older than 45 years (as of the date of application for the position) and in good health;
6) Have good English or Chinese language communication skills;
7) Be able to work full-time in China during the application period;
8) Comply with Chinese laws, regulations, and other relevant rules.
III. Funding and Support
1) Execution Period
The project execution period is categorized into three durations based on the working period of each International Young Scientist in China: 3 months, 6 months, and 12 months.
2) Funding Amount
The program provides a funding amount of 20,000 RMB per month (before tax), which equates to 60,000 RMB for 3 months, 120,000 RMB for 6 months, and 240,000 RMB for 12 months. This funding is intended to cover international travel expenses, living expenses, housing rental, and insurance purchase (insurance is mandatory and must include medical and personal accident coverage) for International Young Scientist during their stay in China. Additionally, HIZJU will provide matching funds to cover administrative expenses, scientific research equipment, and necessary domestic travel expenses for International Young Scientist in China.
3) Funding Form
Based on the work duration of International Young Scientist in China (3/6/12 months), the funding will be disbursed in a lump sum to the research institute. Upon receiving the funds, the institute will distribute them to the International Young Scientist on a monthly basis, with the specific method of fund distribution determined by HIZJU in consultation with the scholars. HIZJU will handle the taxes and fees incurred during the disbursement process in accordance with the institute's regulations and tax authorities.
IV. Introduction of HIZJU
Huzhou Institute of Zhejiang University (HIZJU), established in December 2020 and located in the South Taihu New District, is a public institution jointly built by Zhejiang University and the municipal government of Huzhou City. It is a Provincial New Research and Development Institution with functions in science and technology research and development, talent introduction, enterprise incubation, and industrial services. HIZJU promotes innovative research and "industry-university-research" integration in the fields of Intelligent Unmanned Systems, Intelligent Sensing Instruments, Intelligent Integrated Equipment, and Intelligent Digital Applications. It actively integrates into local development, accelerates the transformation of achievements, and strives to create a school-locality collaborative innovation platform with enhanced productivity, stronger teams, and higher functionality. HIZJU currently has 518 permanent staff, including 489 researchers.

VI. Application Method
HIZJU and International Young Scientist candidates should apply through the official website of the Talented Young Scientist Program (https://tysp.cstec.org.cn/). The specific process is as follows:
1) HIZJU applies for a master account, which becomes effective after review by the job recommendation review department.
2) HIZJU declares the positions we are willing to accept, which undergo preliminary review by the job recommendation review department and are approved by the executing management institution.
3) After obtaining the recommendation letter from the personnel recommendation institution, International Young Scientist candidates can apply for the positions on the Talented Young Scientist Program website.
4) HIZJU selects candidates that match the positions from the applicants, verifies their identity information, and issues a letter of intent to receive them.
5) HIZJU and International Young Scientist candidates upload the application materials.
6) After the relevant application materials have undergone preliminary formal review by the position recommendation and audit department and re-examination by the executive management organization, an evaluation will be organized as appropriate based on the funding positions and registration status. The evaluation results will be reported to the program's managing authority (Department of International Cooperation, Ministry of Science and Technology of China) for approval.
7) The competent authority will determine the final list of approved projects based on the evaluation results submitted by the executive management organization. The executive management organization will issue acceptance notifications to the Chinese receiving units through the Talented Young Scientist Program management system.
8) Once HIZJU receives the acceptance notifications, we will assist the Talented Young Scientist Program in handling the relevant procedures for working in China.
9) HIZJU prepares the funding materials, applies for funding from the various funding parties, and after the funding parties complete the review, the funds are disbursed.

The deadline for the application acceptance of the Talented Young Scientist Program for this year is September 16, 2024.
